The 21st Century Schools Programme builds on the GBP 10 million Western Balkans 21st Century Schools Programme funded by the UK Government and implemented by the British Council between October 2018 and May 2022, as well as subsequent pilot programmes delivered between 2021 and 2022.

Since 2022, Phase II has focused on strengthening digital literacy, critical thinking, problem-solving (CTPS), and coding skills among children aged 6–10 across the Western Balkans, particularly in Serbia and Albania, and since 2024 among children aged 15-18 in Albania. The programme supports ongoing education reforms and aims to foster innovation, technology adoption, and economic development in the region.

As part of this effort, in partnership with Vodafone Foundation, the programme has expanded to include additional resources for teachers professional development and students skills development on Artificial Intelligence (AI), 3D, Digital wellbeing in Education, designed to promote responsible, ethical, and pedagogically sound use of AI in primary and lower secondary schools. This initiative responds to the growing importance of Media and Artificial Intelligence Literacy (MAIL), which will be included in PISA 2029 assessments.

All learning content, training materials, and assessments have already been developed. To support the delivery of this programme, the British Council is seeking a Moodle Technical Administrator to provide technical setup, configuration, and ongoing administration of the Moodle learning platform used to host the training. The objective of this consultancy is to develop a stable, secure, and fully functional Online Moodle Platform Skills Upload Jr, as additional resource to CTPS and Coding training platform, supporting teachers professional development and students’ development in the use of Technology in schools, in Albania.

The purpose of this assignment and this Request for Quotation (RFQ) is to engage a qualified service provider (either a legal entity or an individual professional) to deliver high-quality translation, editing, and proofreading services for educational content implemented by the British Council, and to define the process for submitting a proposal in response to this RFQ (“Quotation”).

1. Specification

The selected service provider shall be responsible for delivering high-quality translation, editing, proofreading, and linguistic quality assurance services for the Skills Upload Jr Digital Platform. This includes the accurate translation of all digital platform content and supporting learning materials from English into Albanian, ensuring clarity, consistency, and the correct use of terminology related to education, technology, coding, and emerging digital fields such as artificial intelligence and 3D technologies. The provider will edit and proofread all translated materials to ensure alignment with Albania’s national curriculum frameworks and established pedagogical standards for youth education. In addition, the provider will conduct systematic quality assurance, incorporating feedback from British Council Albania and Vodafone Albania Foundation, and supporting any revisions required to meet Ministry of Education accreditation standards, where applicable. The final deliverable shall consist of fully translated, edited, and proofread Albanian-language content for the Skills Upload Jr Digital Platform, ready for publication and educational use.

Methodology
The service provider shall apply a structured, technology-enabled and human-led methodology to ensure the delivery of accurate, pedagogically appropriate, and high-quality Albanian-language content. Where appropriate, the provider may use AI-assisted translation tools to generate initial draft translations in order to increase efficiency and consistency across large volumes of content. All AI-generated outputs shall then be thoroughly reviewed, edited, and validated by qualified human linguists with expertise in education, digital learning, and technical terminology. This human-in-the-loop approach will ensure that all translations are linguistically correct, culturally appropriate, aligned with Albanian curriculum standards, and suitable for young learners. The provider will apply terminology management, style guides, and quality-control checks throughout the process, and will incorporate feedback from British Council Albania and Vodafone Albania Foundation, as well as any revisions required for Ministry of Education approval, prior to final delivery.

2. Main Activities and Deliverables

The service provider is expected to deliver:

  • Translated, edited and proofread content of the Upload Junior Skills Digital Platform from English to Albanian language

3. Quotation Validity

3.1 Your quotation must remain open for acceptance by the British Council for a minimum of fifteen days from the date that it is issued to the British Council in response to this requirement.

4 Payment and Invoicing

4.1 The British Council will pay correctly addressed and undisputed invoice within 15 days of the Invoice Date, to be submitted following delivery of all services required. General requirements for an invoice for the British Council include:

  • A description of the good/services supplied is included.
  • The British Council reference (i.e. Purchase Order number) is included.
  • It is sent electronically via email in PDF format to daniela.nuredini @britishcouncil.org 

4.2 The budget for this service will be determined based on the financial offer submitted by the consultant. Proposals may be priced per word, per character, per page, or using another transparent and appropriate pricing method, at the consultant’s discretion.

6. Clarification Requests

7. Award Criteria

7.1 Responses from potential suppliers will be awarded based on the lowest cost.

The proposed budget for should include all costs related to the requested services including, but not limiting to engagement of interviewers, travel and logistics costs, reporting.

7.2. The supplier will be informed of the tender outcome latest within 15 days from submission of the offers.

7.3 Offer should be presented in the UK Pound (GBP) gross including VAT which is to be expressed separately. The contract will also be signed in GBP, paid in dinars calculated in accordance with British Council exchange rate for the month in which the invoice will be issued.
